According to you, what measures should be taken to revive tourism in Goa?

I talked to my German friend who has be coming to Goa from 8 years now and my friend told me that they might not come from next year because the prices have risen but the quality has remained the same. My friend added that previously they didn't mind the quality because everything was so inexpensive but now everything has somewhat luxury price but the experience is "not-so-luxury". I mean in lay-man terms the quality needs to be worked upon to justify the price but how this should be done effectively? And what else do you think needs to be done and how to do it to revive the tourism? I'd really appreciate your opinion and healthy conversation on this matter because decline in tourism will have ripple effects on everyone in this tourism fuelled State.
