What aviation rule allows this?

I saw this flight EK255 being flown from Barcelona to Mexico city. This regular flight with an Emirates aircraft registered in UAE, but none of the departure or arrival countries are the places where the aircraft is registered. Does Emirates have an entity in Mexico or Spain?
