Is aviation park in safdarjung open for public?

I was just looking for some places to spend time, and decided to meet near Jor Bagh. I was searching the area near the metro station and came across Aviation Park, it is in Rajeev Gandhi Bhavan Premises, so I doubt if it is open for common people. My friend is going into aviation so I am planning to take her there as we have already decided the meeting spot. She has not been to this area many times so she does not know about all this, and I also dont want her to know where we are heading. PS: I’m not a local but have travelled delhi many times and now we are meeting after 2 years. Please help.
