I'm in absolutely confused state about computer number application

I keep getting rejected because "BVC not found in DGCA CEO records" , when I asked them how to send the BVC towards them in proper format, they told me to fucking google it??( What the fuck???). My education board is Kerala Board (DHSE) and they told me they can't send BVC addressed to me, so they instead sent it to DGCA CEO (God knows if they actually sent it, they are the most incompetent muffs I've ever heard of) Now, how the fuck will CEO know it's my BVC? What am I supposed to upload on my online portal too, if I didn't even receive the same BVC in my hand in the first place Other option is wait till digilocker is properly implemented, but I have 0 trust on these people, they love inefficiency and delays What am I supposed to do now? I'm so stressed because of this, so many months wasted because of this, my heard hurts from just thinking about it
