Wtf is wrong with the homeless situation in Delhi

I 22(m) was roaming around in CP, suddenly a homeless lady grabbed my shirt and pulled me, she started threatening me and was very creepy, luckily some passing ppl helped me out and then she ran to attack a friend of mine, somehow we escaped the situation. Honestly Idk what the fuck is wrong around like what’s the objective of this weird bs.
