Im sick of seeing this every day in Metro

Not just outside on roads, but this littering is increasing a lot in metro. Why do they even allow to sell anything like this? And why do they allow these people to walk and eat anywhere they want? We delhites have bad image in every state because we literally shit on our own bed every day. I don't know if this will ever change.
