Help a stray cat I found!! Emergency!!

I found this cat in the outside bench. Don't know what to do , i dont have enough to pay for the vet all I have is Rs160 right now , I am in Delhi for study (in Aakash rn). This is a stray cat I seen for the first time on the bench of my balcony. I just cannot post the photo for some god knows what reason.
