Delhi Metro Locker issue or scam

Hey so this happened on 30th November i booked a locker before reaching station.paid 160 rs.it was really urgent i had to go somewhere but had luggage.upon reaching the station the locker if off.no display no network.i asked at counter they said they don’t handle that etc.so i was in a hurry and saw next station had lockers too.That one was working only the display its asked me to pay amd i did.Behold the locked won’t open.At the time of opening it says error.so successfully 320rs wasted.I didn’t think much that time because i thought i would get refund as it was their fault.i did call the customer care they said they will check and issue refund etc .i even mailed them multiple times.its almost 20 days i still get no response regarding refund.if i call them they say they will forward etc.never got my money back. What should i do now ?? . In short : paid for locker.locker didn’t work didn’t get any refund for 20 days still.
