Are women really safe in Delhi?

This morning i was walking to the metro station. A guy, who looked like a ache ghar ka beta btw, was coming from the other direction and just as he passed by me said 'ch*t dede ch*t' What was i wearing? A full length buttoned up shirt and jeans.
