Personal Assistant of Minister of Power abuses his power to misappropriat CPWD resources

Hello guys, I live in New Delhi area and in my government colony, all inhabitant are central government employees. As is with regular government quarters, one resident leaves after retirement or transfer and another one comes. When new occupants take residence, the CPWD does some basic face lift of the quarter- basic white wash, changes the toilet commode etc. But lately I am seeing, especially in Lodhi Colony type 4 quarters, the new residents are demands lavish customizations and the private contractors, to whom CPWD outsources the renovation work, dole out tax payers money to appease certain highly placed officials. This trend has caught up in the last 2 years. The new allottes in my colony have been getting their renovation work for the last 2 months, even when no construction was allowed due to GRAP 4 to combat air pollution, they have encroached the backyard of their neighboring house, gotten a 6 feet wall constructed, which is atleast 30 meters long. Tore down the whole house, walls, tiles everything. The wife claims her husband is the additional personal secretary of the Minister of Power. Contractor butters him. They have cut trees down and changed everything. EVERYTHING AT TAX PAYERS' EXPENSE. The older residents (other central government employees) would make do with the minimum. But these new kids want everything, full IAS level. These are grade c or b employees mind you. It's agonizing to see just blatant misuse of public funds. Everyone is out there being Pooja Khedkar.
