Going from Dehradun to Mussoorie on 31st

As mentioned in the title , i am planning to go from dehradun to musoorie on the 31st afternoon by using local bus . I have heard the rumours that the entry might be restricted or no buses might be operational to musoorie to tomorrow . Is any of this true ? P.s. i am aware that the traffic would be insane , but i just want to know if i am coming to jolly grant in the morning, how hard it would be to reach musoorie tomorrow if i leave by afternoon?
