Bikes not allowed in mall road?

So i saw in a vid that yellow plated bikes aren’t allowed to certain part of mall road in mussorie. Is that true, i want to rent bike in mussorie and as hotel is near mall road, will i have to park outside somewhere? Also, we are visiting jolly grant at 9am, and want to reach mussorie. We both will have two trolleys, is it better to take direct cab to mussorie from airport or if we stop at dehradun for breakfast, where can we find private taxis/ shares cabs to mussorie at better prices than uber.
