Carry on policy - Singapore/Scoot airlines

Hello! I will be travelling from US to Coimbatore via Singapore soon. I was reading up about some new rule on carry on bags. Will I be able to bring a 7kg carry on and a laptop bag? Any recent personal experience would help. Thanks!
