About Lineman and electrical repairs

What's your experience when it comes with lineman and repairs related? Mine is terrible, apparently if you don't hand him enough money, guy won't come by at all. From what I know these guys are already paid by the government for their work, and if they are receiving money after that, it's more or less bribe. Recently I had issues on line from my home, apparently there was a problem with neuter and clamps, I'm not very knowledgeable. Anyways after lots of calls, guy comes, just puts one clamp for neuter, tells that he will put on the other clamps when he comes by another day. Actually comes for work near another home, we ask him, and he just leaves without doing our work. Some days later, some other guys arrive, tell that he's been sent by that guy, and the guy before, the lineman says that you guys talk it out, the amount and all. Now a work that's supposed to be from government became like a private all of a sudden. Guy was asking a 750 rupees just to put on the clamps. In conclusion I just feel it's a clever way to get money, like a scam. I mean we usually didn't give lineman extra money if you know what I mean. Really disappoints me. Please give your opinions on this matter
