Realistic Rating Growth ?

I am a casual player ( 1000 elo ) . Love watching the tournaments & streams. Haven't read any theory / openings. But , I am interested to. I am based out of Chennai. I can allocate an hour on weekdays / 2-3 on weekends. Should I join physical classes or online ? What's the max rating someone can achieve while pursuing this casually ? As a casual player , does it make sense to play in tournaments around India / world ? How expensive does it get ? 1. The classes ? 2. The participation in events ?
