Got scammed, need urgent help!

My girlfriend works in a very small startup (10 people in total). She works closely with the founder, today she got an email in her personal account portraying her founder and he asked for 30,000₹ in Amazon vouchers as a Christmas gift he’s going to give the employees and it’ll be reimbursed by EOD. So she sourced 25k and sent them vouchers in 10k, 5k and 10k, all of which were consumed. Now she realised that it was a scam, after she confronted her founder. What should we do next. This is very urgent, since salary itself is 15k only, and she had borrowed money from her colleagues to do this. Where should we complain about this? Please let me know if you know any leads.
