Chennai traffic police have become glorified tax collectors.

These guys were collecting fines last night and in the morning when traffic regulation was necessary, they were nowhere to be seen. Traffic police exist only to collect fines. Are they incentivized to do this? If so, is that ethical? Should police actively want people to break laws to earn extra cash?
