URGENT- puppy got bitten by stray dogs12 hours ago, fighting for its life- need suggestion for a good government vet hospital

A puppy in my college campus got bitten by stray dogs last night very viciously. It has a very deep puncture wound. I took it to the vet last night. The vet gave the puppy first aid and painkillers. She also said since it was in a lot of pain she would give it anti rabies vaccine in the morning. But she said this is all she could do and that i would have to take it to a proper hospital But i couldnt last night as i live in the outskirts and have no means of transportation ( college student) Could anyone tell me about a good govt vet hospital and a shelter i can take the puppy to after the treatment where they would take good care of it? I would love to keep it myself but my mother is a cancer patient and so her immune system is really weak. Kindly help me
