Police siren used by civilians!

Lately, I have observed that the number of people using police sirens in their civilian cars is increasing. At least in Panchkula, any time I go out I see at least one person falling in this category. These people are usually young brats with SUVs, they drive recklessly and have the audacity to use sirens to bully people on the road. This is such a bad thing for the city as it promotes hooliganism. Is there a solution to such menace, something that we can do?
