License query

I’m a 16 year old teen and I was looking for a vehicle to drive. Can I drive an electric two wheeler if I successfully get a learner’s license. If so what should be the specifications of the vehicle or I can drive any? I heard u with a learner’s license u can drive an electric two wheeler with battery capacity under 4kw and maximum speed 70kmph, is that true for our city as well ?
