Driving License

I’m an Indian race foreign national with OCI card holder. I’m been living in Chandigarh for the past 12 months on and off. I been driving my little car for few months with international driving license but the police is continuously harassing me as they always mention that I cannot drive in India without Indian driving license. Most of the time they let me go with strict warning (blackmailing me to take me to court) which doesn’t make any sense to be honest. I’m been driving a lot around Punjab, Himachal and Chandigarh. My question is can a OCI holder apply for Indian driving licenses and how?
