Challangarh strikes

I got a bunch of notices from Chandigarh's vehicle registration people saying they're suspending my car registration's because of unpaid fines. These fines just popped up online – they weren't there a few days ago (I check regularly!), and I never got any notice about them before. What sorcery is this! Anyone else experienced this?
