What's wrong with Thar owners/drivers?

Was travelling in an Uber booked from Mumbai to Pune. At Talegaon toll, just ahead of us, there was a Thar. At the toll, the owner started arguing with the toll booth guys for free pass. Idk what he was saying, but neither he paid for the toll nor booth operators allowed him to leave. Our driver and other people kept insisting him to pay so that the cue can be cleared, but Thar guy didn't budge. Eventually after 15 mins, all vechile parked in the lane had to move back to get through the other lane. Is there any psychological issue with Thar car owners/drivers because this is not the first time we faced issue with them.
