Dealer refusing to allow PDI

I recently booked a Baleno, and at first Dealer told to pay half of the car amount as advance for them to 'fund' it and get it in transit. Refused it and then ended up paying 50k as advance. Now the car has arrived and the dealer is telling me that they don't allow customers to see the car for PDI. I sternly told them that the full payment will only be done after i do the PDI, and they are saying that they themselves do the PDI. And now he's told me that he'll call me back. What happening? i thought PDIs were standard?
