Damaged tyres - what's causing this

Yesterday, I checked out three used i20 N Line cars, model years 2021 and 2022. All cars had this issue (see pictures) with front tyres and I think one had a little bit of this for the rear tyres too. All cars had stock tyres - Ceat SecureDrive. What might be the cause?
