So, govt can get away without PUC?

OC: Yesterday I was at CP. Saw a Safari with police beacon light on it. Curious to know how new the car is, I searched for it on carinfo and came to know it's PUC expired 4 months ago. Had it been common citizens, they'd have to shell out upto Rs. 10,000. And then on the very next red light they stopped a scooty and checked for expired PUC and tried to fine him. The guy just bribed his way out.
