Help identify the movie

This movie had a lot of the good actor cast. One name i can think of is Viju hotel (Rabert in Andaz apna apna). This was an English satire which takes place in heaven (swarg)! Plot being a politician dies and goes to parlok and starts a revolution there to dethrone Indra and rule there! I remember the jokes were extremely potent and funny but I can't seem to find the movie name or any site where I can stream it since a long long time now! P.s: this is my first ever post on reddit (saw someone get help identifying a movie).
