Movie “Patna Shukla” shot entirely in Bhopal.

I was watching this movie named "Patna Shukla", produced by Arbaaz Khan starring Raveena Tandon. When the movie has a city in its name, we can at-least expect it to be shot in that city. The entire movie is shot in Bhopal. They didn't even care to edit such shots where the name of city is visible. Why no shooting in Patna?
