Can i file a noise complaint for loudness?

Some people who lack civic sense have organised Saraswati puja pandal near my house on my next road and they are playing loud music ever since last morning till the night and they have started playing it today too on high volume with maximum base (I guess) the cupboard in my room were vibrating I can't hear someone speaking in my room. It's so irritating some people told them about this but they don't stop. My question is that can I file a noise complaint against them, if so are they gonna take some action? I live in patna around Patliputra region, does the police work here.
