Why are there so little music bands in Bihar?

I do understand that the cultural difference is high, compared to where I'm from. I've stayed in multiple states and I, myself, am not from Bihar. But since I have been staying here for quite a long time, I noticed a few sad things I wish I could do something about. I don't see a lot of people giving any importance at all to music. Nobody is trying to make music either. And the ones who do are, mostly listening to bhojpuri masala music, which suddenly induces my tendency to bang my head on the wall. Of course, there are a few exceptions, hindustani classical singers and similar. But I don't see other kinds of people around, who learn instruments and would want to start making music.
