What is the purpose of BBMP cleaners if they'll throw the collected garbage in an empty site?

I have a video, but can't post. Can I send it to a BBMP email or something (don't have twitter) If BBMP cleaners will come, sweeper the edge of the road, collect trash in their bag and then dump it over an empty site, what's their purpose? And everyone else will think this is the people littering when it's the govt cleaners instead. They will make an entire trashpile and that encourages passerbys to throw their diapers and such Are they not given instructions or is that their instruction?
