Spitting on people walking on footpath

Today someone was spat on while walking. A couple of 2-3 teens/adults on a bike was driving close to the footpath around 7pm in Richmond town area, a bit front of the park. Is the culture and values that your parents gave you?? This person is relatively new to Bangalore and does not even know anyone to make enemies. I mean seriously if your a teen does not mean no laws apply to you. You can go to jail FYI. Don't think you can roam around streets creating chaos. Men/Women are not gonna let go of you in the name of child s play. You will be treated as an adult and taken to a police station.
