RTO Hypothecation Removal Process

Hi, I’m asking this question on behalf of my friend. He had a Car loan that he closed recently and obtained the NOC from the bank. Since he is currently abroad, he wants me to assist him by going to the RTO to remove the Hypothecation on the car. The car was registered at the Koramangala RTO. I have the following questions - 1. Can the removal of Hypothecation be done online? 2. If it cannot be done online, it is mandatory to visit the RTO where the car was registered or can I visit any RTO closest to me? TIA !
