Getting scammed by Airport Taxi

Today i landed at bangalore airport and was searching for cabs , ola and uber had a very huge waiting line. Then this Airport Taxi’s were the only option left, i thought it would be a bit more than what uber/ola takes (I had to travel to whitefield). Once the ride started i asked him where is the meter he mentioned before. He showed me a mobile app for meter which was very obvious scam , as i had no other option i sat there , he started taking long routes as well and when asked he is like bangalore is not safe at night so i am taking the highways ( which actually increased the distance from 35/39 to 50 something) After a long journey once i reached my home , i asked him for the charges and it rounded up to 3500 which what my flight cost. How are these people still not caught for these kinda stuffs
