What the f is up with water rates in bangalore?

I recently moved to bangalore and into a flat in a independent apartment near marathahalli. The owner is super shady, asks for only cash as rent, full months rent in the name of painting charge, refuses to sign on receipts etc. Now he is asking for 200 rupees per kilolitre in the name of water usage charge. Is that reasonable to you bangaloreans? Seems way too exhorbitant to me, something like 50 rupees per kilolitre makes sense to me. My question is what can I do other than threatening to move out? Can anyone help in terms of guidance? I'm getting fucked from all sides here, lets not even talk about the traffic and road situation here.
