Landlord is building a cloud kitchen in the basement

So we had some construction happening in the basement of our standlone appartment building for a couple of days now and today i got confirmation from the landlord that they have turned that place i to a cloud kitchen. This is just a standalone appartment building with a bunch of flats with families and a few bachelors. We are 2 girls living alone here and the fact that there will be a lot of delivery persons hanging around the building and the parking is kinda freaking me out. So the question is, is it legal to have such a cloud kitchen as a part of a residental building??
