Why can’t Assam’s farmers export Rice while outsiders are doing it?

I’ve been noticing a concerning trend recently and wanted to bring it up for discussion. It seems like our local farmers and traders are facing significant hurdles in exporting Assam's rice to other states. Meanwhile, traders and businesses from outside Assam are effortlessly stepping in, taking our rice, and marketing it across India—and even abroad—for a hefty profit. Why/how is this happening?
