Tamil Nadu government concern over implementation of three language policy is right or wrong!!

Does implementation of three language policy if a ppl of the state are very reluctant to take is justified, when there is various past instances of riots and self sacrificing already happened for not implementing it . Is regional lang and english is not sufficient
