    Mechanical engineer struggling

Hi, I have a cousin 23M who is a mechanical engineer 2021 passout. For 1 yr he was job less and in 2022 he got a job in a private civil contract firm in a big metro city. He works as an estimation engineer there in the MEP dept. His job includes responsibilities like preparing BOQ, pre tendering contract files and procurement for the fire fighting equipments like pipes and all placed in buildings. His salary is 24k as a fresher he is been in that company since 2022 but no growth. He is also preparing for UPSC side by side. But he barely gets time to study. He is frustrated and anxious regarding the future of his career So basically want to know here.. is the estimation engineer a good job? Will it work in long run ? I heard mechanical engineers get job have demand in arab nations is that true ?? What if he wants to switch to IT what can he do ? What are the gov jobs he could try for which falls in same line but other than UPSC ?
