Bribe for death certificate?

I live in capital city of Uttar Pradesh and my sister wanted birth certificate for her daughter which is issued by municipal corporation lucknow. I went there for application of birth certificate and saw a huge chaotic queue and I stood in the last and finally after 20--30 minutes when my chance came a clerk gave me a form to fill and after filling that form, we submitted that form to the clerk which gave me form and ask me for 100 rupees and I gave him. While coming back a saw old person who was asking for death certificate and the person said it will take one month, and 1200 rupees and I think he was asking for a bribe. I mean what kind of country we live in people are asking illegal money for death certificate, I was stunned the moment I heard those words from him. This shows how deeply corrupt our nation is :(
