Fraudster stole money from mother via phone pe transaction,how to revert?

In short some guy called my mom and told he transferred 1 lakh in phone pe and asked my mother to transfer the same amount to another account.My mother transferred the money without knowing that there was no real credit in the first place.kindly guide me what to do.i have the utr number of the transaction.
