Why is nobody doing anything for the children who beg on the streets ?

I know India has other critical shit to deal with being a third world country but aren't they the future of India? I don't want to get into the whole *mafia that operates via these innocent souls*. I feel ashamed to live in a country where I have to look into the eyes of children who are begging me for money. I just feel terrible. Though, I don't contribute their exploitation assuming somebody has placed them there but I am just curious why isn't the government or anybody doing anything about them. Why does India have so many "it is what it is" issues? And how can I feel proud to be a citizen of such country? Not that I dislike being an Indian but I just don't like the way things are
