Why is it normal to talk rudely with waiters (or similar) in some parts of country?

Is it only me or does it make you uncomfortable how some people think they are so privileged to misbehave and talk in a manner as if they are something or someone? Even if you are a king or queen, you have no right to misbehave. No sort of privilege allows for this behaviour. The same people at their workplace, with their stakeholders, with their customers, their relatives will be so “sanskari” and “ji sir, ji uncle” type. But as soon they are outside work, they talk quite rude with everyone. What’s going on here? Would this ever change? How these people will learn?
