Why Indian law makes man to provide for a child of his wife and another man ?

Why is this a law? And why no man in the country raging over the law? In ideal scenario, man should have a say whether he want to provide for the child or not. In Indian laws the man has no saying and must pay child support for the child. Why the man is accountable or have to take any responsibility? Isn't it the woman's or the biological father's job?
