Why Indian government allergic towards building disabled access to public infrastructure?

Just got my heart wrenched looking at a disabled girl at a train station get down from her wheel chair and crawl up the stairs as there’s no Lift/ Ramp for disabled people to use. We all know the hygienic standing of our train stations. Got me thinking the whole public infra design and noticed in the same station that even the toilets too have 2 steps and requires crawling from disabled people to access them. This is utter disrespect and humiliation, and no human should be put into this position. How come the government has funds to build statues and temples but cannot build infrastructure so that the disabled can access the public resources with dignity. Kind request to all people who has authority to influence. Please include disabled persons in mind while designing products/services and infrastructure.
