Why do we indians lack civic sense

Seeing all the videos of people breaking down windows of trains and traveling like cattels on trains to go to mahakumbh just to take a holy dip, I dont get it, what's the point of being religious when you can't follow basic rules and regulations and can't be a good person, what makes us think that by taking a dip in ganga ( which happens to be the most polluted river in india) will cleanse all our sins, why can't we become a good person first? I feel like india will never develope because we have the most uncivilized people on earth
