If someone does not like talking to or making people of a region their friend, does it make them racist?

For example, if someone does not like talking to, say, Blacks or Asians or Biharis or Pahadus or anyhting like this. They do not want to be friends with them. They do not hate them or disrespect them just do not want to connect ith them. No discrimination, no connection. Does this make them racist.
