How many entrepreneurs might be hidden in India?

By this statement I mean the people who wanted to start a startup,brand,etc. I mean we have a population of nearly 1.5 billion yes not everyone has quality education but I wonder how many Indians must have stopped their idea of a business because of bureaucracy,family pressure and most because the government doesn't take a initiative. By entrepreneur means someone who made something new not the fifteeth food delievery app. Do you know any?
