How are people actually falling for this Digital Arrest Scam and How?

I have been hearing about this digital arrest scam for a while now and seeing news articles of how people are losing money and mental health over these Digital Arrests. Now right now before posting, I saw an news article that an Influencer Ankush Bahuguna also fell into this scam. Now I am curious to how people are falling into this and I am not blaming the victims but haven't they gotten wondering that there is no such thing as 'self-custody' and if he had an arrest warrant, wouldn't the local police come to pick him up or they have to go to the police station? Now in the case of Ankush Bahuguna, the call was then connected to Mumbai Police and he lives in Delhi, wouldn't he think that the Police officers are overstepping their boundaries? Or were the fraudsters making up such a situation that the victims brain stops functioning?
