Evaluate this idea:government should establish a dedicated bank funded entirely by the collection of challans (penalties) and fines imposed by various government organizations. Individuals who have not paid any fines in the past year — indicating they have not broken any rules—would be eligible for loans from this bank. And also if these individuals later violate rules, their loan interest rates would increase significantly as a penalty. (Why: because India has a shortage of money, and many struggle with getting loans) This encourages citizens to be more responsible.1
